Role Overview
The Technical Program Manager IV will lead multiple high‑impact programs across our client's Entertainment platforms, supporting global product delivery for IDS, XVP, and Voice. This is a highly visible, technical, and cross‑functional role requiring strong communication, deep platform understanding, and the ability to drive alignment across teams and domains. The TPM will manage up to three concurrent programs, each with significant business opportunity and technical complexity.
Key Responsibilities
Program & Portfolio Leadership
Manage 3+ simultaneous, high‑impact programs across multiple Entertainment platforms.Develop program strategy, business cases, and high‑level plans aligned with enterprise goals.Drive program delivery end‑to‑end, ensuring on‑time, on‑budget execution that meets business and technical requirements.Create and maintain program roadmaps, quarterly plans, and domain‑level planning artifacts.Track key milestones, proactively identify risks, and drive mitigation strategies.Lead negotiations, risk discussions, and cross‑team alignment to resolve misalignment and prevent siloed execution.Cross‑Functional Alignment
Partner with internal engineering, product, architecture, and platform teams - no external customer interaction.Ensure consistent communication of program status, risks, and decisions to leadership and stakeholders.Facilitate alignment across multiple platforms and domains, ensuring clarity of ownership, dependencies, and priorities.Support high‑exposure initiatives driving growth for Entertainment platforms.Technical Leadership
Operate as a mid‑to‑high technical TPM with the ability to understand architecture‑level concepts.Demonstrate working knowledge of backend systems, APIs, services, hosting environments, and code‑base fundamentals.Collaborate closely with engineering teams to ensure technical feasibility, integration, and delivery readiness.Understand how backend applications support content discovery and data surfacing to clients.Governance & Best Practices
Apply advanced program management methodologies, tools, and frameworks.Maintain program documentation, wikis, dashboards, and reporting artifacts.Ensure transparency, accountability, and proactive communication across all teams.Required Skills & Experience
7-10 years of experience in technical program management or related IT leadership roles.Proven experience managing multiple concurrent programs in a complex, multi‑platform environment.Strong understanding of backend systems, APIs, services, and platform architecture.Experience with global product delivery and large‑scale platform initiatives.Highly proactive, organized, and skilled at risk management and cross‑team alignment.Excellent communication and negotiation skills; able to influence without authority.Familiarity with tools such as Smartsheet, Jira, Fluence, Figma, Wiki/Confluence.Local Philadelphia knowledge/background preferred (team is Philly‑based).Experience supporting entertainment, streaming, or large consumer platforms is a strong plus.

About the Role
DISH is seeking a Staff Program Manager to join the IT PMO and broader IT organization, supporting key initiatives across Infrastructure and Operations. This role is responsible for leading complex IT programs from planning through execution, ensuring projects are delivered on time, within scope, and aligned with company objectives. It is a strong fit for a program or project leader with a solid IT foundation who is ready to take on broader ownership in a fast-paced operations and infrastructure environment.
Key ResponsibilitiesLead planning, coordination, implementation, and execution of Infrastructure and Operations programs.Define scope, goals, deliverables, governance structure, and executive reporting cadence.Build and maintain program plans, roadmaps, schedules, RAID logs, and stakeholder updates.Coordinate resources across IT, infrastructure, operations, business teams, and external vendors.Present program status, issues, risks, and recommendations to senior leadership and executive stakeholders.Manage program changes, risk mitigation, and post-deployment evaluation to ensure successful outcomes.Required Qualifications7+ years of program management experience, ideally in IT infrastructure, operations, or security environments.10+ years of overall IT experience, including work with technical teams, systems, and cross-functional stakeholders.Experience with vendor SOWs, RFPs, contracts, Agile delivery, SDLC processes, and technical program governance.Strong ability to communicate with executives, technical teams, and business stakeholders, both verbally and in writing.Background in strategic planning, risk management, change management, and customer or stakeholder expectation management.Proficiency with GSuite, Visio, and Microsoft Project.Bachelor's degree in Computer Science, Information Systems, Engineering, or a related field.
